Dr. Vincentia Paul-Constantin, Ph.D., LPC (FL/GA/USVI), LMHC, ACS, NCC
Founder, CEO and Executive Director
Dr. Vincentia Paul-Constantin, a beacon of educational leadership and cultural competency, embodies the role of a lifelong educator and advocate. As the Founder and Executive Director of Beautiful Dreamers Behavioral and Educational Center, she brings a wealth of expertise as a Licensed Mental Health Counselor, licensed both in the US Virgin Islands and the states of Georgia and Florida, as a National Board-Certified Counselor (NCC), a Certified Forensic Mental Health Evaluator (CFMHE) and an Approved Clinical Supervisor. Dr. Paul-Constantin’s formidable academic achievements include a bachelor’s degree in psychology, a master’s in student Personnel Administration and Counseling, a master’s in clinical Mental Health Counseling, a Master’s in Special Education, an Educational Specialist degree (EdS), and a PhD in Specialized Education. She currently serves as the Chair of the United States Virgin Islands Board of Licensed Counselors and Examiners.
With over 20 years of experience as an educator, Dr. Paul-Constantin’s work transcends conventional teaching methodologies. Her dedication to fostering an inclusive learning environment is evident through her work with Beautiful Dreamers (a non-profit organization), where she has been instrumental since July 2015. At Beautiful Dreams, she not only administers educational and psychological assessments but also provides invaluable training, consultation, and support for educators, mental health professionals and organizations working with minority populations.
Dr. Paul-Constantin’s specialty lies in her cultural and social acumen, particularly with diverse ethnic groups such as Caribbean, Rastafarians and French Creole-speaking individuals. Her fluency in French and French Creole (Haitian and Lucian) complements her extensive experience administering psychological assessments. This expertise positions her as a key instructor in courses that highlight multicultural considerations in mental health assessments, a crucial aspect she adeptly presents in workshops, aligning with the promotional materials that spotlight her role.
In her capacity as the Director of Social and Cultural Competency for Justitia Foundation, Dr. Paul Constantin’s initiatives are rooted in the belief that social and cultural awareness is essential to individual development. Her approach—shaped by 14 years as a special education teacher and advocate—ensures that individuals, especially those with Learning Disabilities and Mental Illness, are empowered to become productive members of society. She is steadfast in her mission to cultivate and equip individuals and their families, working collaboratively with schools and communities to promote educational equity and culturally responsive pedagogy.
Dr. Paul-Constantin’s vision is a society where education is both a reflective mirror and a window to a world of social and cultural diversity. Through her leadership, she inspires a celebration of every individual’s unique story within the broader narrative of the community, fostering resilience and well-being among the youth and families she serves. Her holistic approach to education and her advocacy for cultural sensitivity particularly in mental health supportive services stand as testament to her profound impact on the tapestry of modern education.
Ms. Gaétane Borders
Ed.S: Educationally Trained Clinical Psychologist and Board Secretary
Ms. Gaétane Borders, Ed.S. is an experienced School/Clinical Psychologist and K12 School Administrative Leader with over 20 years of experience in public and private educational systems. After earning her Bachelors Degree in Clinical Psychology from Tufts University, she also received her M.A. and Ed.S degrees in Clinical and School Psychology from New York University.
Expertly trained in counseling, psycho-educational and neuropsychological assessments, Gaétane assists parents by assessing clients’ behavioral health and learning needs, and working collaboratively with families and educators to ensure that each individual client’s needs are met. In addition to her passion to help students, Gaétane is also a dedicated parent advocate, and works tirelessly to help parents achieve healthy, harmonious, and emotionally stable environments through consultation and counseling.Dr. Robert B. National Board and
American Board-Certified Psychiatratist
Dr. Robert B. Hunter is a National Board and American Board-Certified Psychiatrist who has been in practice for more than 20 years. He is licensed to practice in Alabama, Georgia and the US Virgin Islands. Dr. Hunter holds a B.A. Degree in Biology from Fisk University; a master’s degree in Business Administration from Kennesaw State University; and an M.D. in Medicine from Meharry Medical College. Dr. Hunter specializes in psychiatrists’ diagnoses, general psychiatry, forensic psychiatry, child and adolescent psychiatry. He treats mental illnesses, such as depression, anxiety disorder, substance abuse, and schizophrenia.
Dr. Hunter comes to Beautiful Dreamers, Ltd., with extensive clinical and management experience in a wide range of practice settings. He is also currently on staff at Willow Oak Community Behavioral Center located in Newnan, Georgia; Lakeland Community Hospital located in Haleyville, Alabama and Apex Family Health located in Stockbridge, Georgia. Dr. Robert B. Hunter is a physician who has dedicated his career to bringing out the best of individuals through comprehensive Psychiatry and Medication Management.
Dr. Dara Hamilton
Clinical Psychologist
Dr. Dara Hamilton, a native of St. Croix, is a licensed Clinical Psychologist who has been practicing in the Virgin Islands for more than 20 years. Her approach is client driven, collaborative, and supportive. Dr Hamilton uses a variety of techniques, including Cognitive Behavioral, Interpersonal, Emotion Focused and Mind/Body practices.
Dr. Hamilton believes in helping people arrive at the most authentic version of themselves, and assist clients in removing barriers to self-expression and joy. She strongly believes in people’s ability to heal; and support clients in recognizing that healthy, safe, and supportive environments are important to their healing.
At heart, Dr. Hamilton is a community psychologist, and, thus, recognizes the importance of addressing environmental and systemic hindrances to wellness and other contextual factors that negatively affect community health.
Jionel E. Pierre, SJD
Doctor of Philosophy in Education, Doctor of Judicial Science and Legal Counsel
Jionel E. Pierre, originally from Brooklyn with Haitian roots, has dedicated his life to education and advocacy, especially for individuals with disabilities. His career began in Palm Beach County, Florida, where he progressed from a language facilitator to a Special Education Coordinator.
Later, as an Assistant Professor at Kennesaw State University, he founded an advocacy firm to protect the rights of disabled students. Dr. Pierre is a multi-degreed scholar with credentials in special education, educational administration, business administration, and law, culminating in a Doctor of Philosophy in Education and a Doctor of Judicial Science.
He is recognized for his contributions to educational and legal journals and is an established mediator and soon-to-be member of the Alabama and Georgia Bar Associations. Based in Atlanta, Dr. Pierre takes pride in his community involvement and, above all, in being a devoted father.
Lesley Broadbelt
Board Chair
With a Bachelors degree in Business Management, she has over 20 years of experience as an educator in financial literacy for doctoral students.
Prior to that, for two years she worked with AmeriCorps teaching primary-to-high-school students from very low socio-economic backgrounds. It was during this stint that she got her own close-up education to the unyielding economic, emotional, and social challenges that her young charges endured. This diverted her from the initial path to the business world to that of education so that she can support and inspire these students to believe that they, too, can aspire to a life beyond their current condition.
It is no coincidence that she is a part of Beautiful Dreamers whose tag line reads “Every Child Has a Right to Dream.Our Board Members
